Simple

Validators publish signed proposals and validations that help servers decide which ledger result has enough trusted agreement. They do not mine XRP or collect transaction fees.

Technical

Each server has a local Unique Node List and evaluates validation messages under quorum rules. Validator identity, agreement, amendment votes, and list membership are related signals, but no single published list is the network itself.

The XRPL Foundation registry connects validator public keys with operator-supplied identity and network measurements. Registry inclusion is useful evidence, not a guarantee of security or endorsement.
